Cheap but good.
A trusted name in headsets and this is great value for reviving a daily commuter or an old favorite. Not everyone has a big headset wrench these days so it is a nice touch to have the adjuster nut scalloped to take an external BB wrench or a C spanner. A big monkey wrench suffices for the lock nut. There are plenty of good sized balls in retainers and if necessary it can be serviced in future with crowded loose balls (less two) top and bottom.
Pros: Accurately sized steel cups.
Easy to adjust.
Looks good.
Cons: A version with cartridge bearings would be nice.

This headset wins it for the price. I tend to be rally picky about my headsets. For one being under 30 bucks you cannot ask for much. It holds up and has a fairly good seal system. This will be a perfect HS for you're commuter bike or a project knocking around in you're shop. With seals top and bottom it can take some wet rainy day commutes. It seems to be rugged and the paint holds up.
Pros: Great seal system.
Large ball bearings.
Hi count bearings.
Great little seal system. (others use a plastic seal and get chunky fast)
Cons: Not really any at this price point. You could say heavy but come on! Its under 20 bucks!
