This is a well built seatpost rack. I have a 60cm bike and this rack is still a bit to high off the rear wheel even thought it is the V-Type for larger bikes. If you are using it for panniers, it will work, though you'll need the side guard to keep the bags out of the spokes. If you are putting a bag on top of this rack, it will likely sit very high relative to the position of the rack to the rear wheel. I can't imagine a bike so short as to need the A-Type rack.
